Deputy Sam Mézec was snapped at a Chamber lunch in July, while showing off a photo on his phone.
The picture, which seemed ripe for a humorous caption, prompted a competition with the winner invited to the organisation's event at the Radisson yesterday.
It was revealed that former harbourmaster, Captain Brian Nibbs, had stolen the show with a light-hearted jab about the Deputy's hair – which used to look very different...

Following the announcement, Mr Nibbs joked: "Anything for a free lunch."
Deputy Mézec told Express afterwards: "I thought his [Brian's] caption was first class, absolutely brilliant."
He also revealed that the actual picture he was showing in the photo was of someone crowdsurfing at a gig where his band, FlashMob, had performed.
