A 36-year-old man has been sentenced to six months in prison for using a hidden camera to film up women’s skirts after he was spared prison for committing the same offence four years ago.

Andrew Russell Renouf was sentenced on Monday by the Magistrate’s Court after admitting to two counts of conduct likely to cause a breach of the peace and one count of breaching a Sex Offender restraining order.

Upskirting is the act of taking unauthorised photos or videos up someone’s skirt or dress without their knowledge for sexual gratification.

In June, Renouf used a mobile phone hidden in a specially adapted case to covertly film women in public areas for his own sexual gratification.

In 2021, Renouf was sentenced to community service and a probation order after using a phone concealed in a notepad within a backpack to take images of women in town in 2020 — narrowly avoiding prison. 

As part of that sentence, he was added to the Sex Offenders’ Register for five years and was prohibited from possessing recording devices without police permission.

Speaking after the sentencing, Police Constable Jack Maguire, the investigating officer, said the police were committed to robustly investigating offenders who target women and girls. 

He added: “Tackling offending against women and girls is a force priority. 

“The States of Jersey Police are committed to investigating and prosecuting all offenders and encourage anyone who has been the victim of a crime to report to police or other agencies below who are in a position to offer support and guidance through all stages of the criminal justice process.”
