Almost 3,000 rose bushes are to be replanted in the rose garden at the Crematorium from next week.
Areas of the garden may be "temporarily inaccessible" during the work, which begins on Monday 2 December.
The first phase will be in the newer part of the Crematorium rose garden and main lawn, while work starting on 6 January will be in the old rose garden.
In a statement, the Government said: "We apologise for any inconvenience this may cause and appreciate your patience as we carry out this important improvement."
The project is funded by the Crematorium Memorial Fund, and has been approved by the Crematorium User Group, to "maintain the beauty and tranquillity of the garden for remembrance and reflection".
The Government said: "While the work is ongoing, some areas of the garden may be temporarily inaccessible, and flowerpots and markers will be removed.
"Staff at the Crematorium will be available to help and guide anyone visiting the garden.
"Family and friends of loved ones laid to rest in the crematorium gardens can be assured there will be no disturbance to the burial places, as the new rose bushes will be planted in the exact original spot in alignment with the rose garden maps."
