Ambulance and mental health services to be regulated by Care Commission

The Jersey Care Commission's remit is to be expanded so that it includes hospital, ambulance and mental health services by 2025.

Established under Jersey’s Regulation of Care Law 2014, the JCC is intended to promote best practice and improve health and social care.

The intention when it was established, was to expand its remit over time:

• Phase 1 was the regulation of care homes, adult day care and home care services, implemented in 2019.
• Phase 2 was the regulation of children's social care and outpatient mental health services, completed recently in 2023. Providers of these services must now register with and are subject to regulation and inspection by the Care Commission.
• Phase 3 was due to be the regulation of hospital, ambulance and mental health services, which it has now been confirmed will be completed by 2025.

The JCC said: "The intention to update legislation to extend the remit of the independent Jersey Care Commission, to regulate hospital, mental health and ambulance services, was confirmed in the ministerial plans published in October 2022."

Funding has been allocated and approved under the Government Plan 2023-26 to prepare for the implementation of legislation for this new expansion of their remit.

Development of the legislation to implement the third and final phase of the project is now underway. There will be a full public consultation on draft legislation later this year.
