Drug and sex offences account for half of prisoners in La Moye

Friday 01 September 2017

Over half of the prisoners currently residing at La Moye have been convicted of either drugs or sexual offences.

Out of the 100 inmates, 29 were convicted of drug offences, and 26 of sexual offences, closely followed by 25 for threat and violence offences.

According to figures released under an Express Freedom of Information request, the rest of the inmates were convicted of fraud (10), breach of probation and community service orders (4), motoring and traffic offences (3), break-ins (2) and behaviour offences (1).

The convictions do not follow the same trend as the most common offences committed in Jersey. Speeding offences, for example, represent 20% of all offences, but only 3% of the convictions. Sexual offences do not appear in the list of 10 most common offences presented below, yet they correspond to 26% of inmates.

The 10 most common offences are:

  • Speeding
  • Common assault
  • Defective vehicle offences
  • Insurance offences
  • Driving whilst using mobile phones
  • Driving without due care and attention
  • Driving licence offences
  • Malicious damage
  • Seat belt offences
  • Larceny

As for the length of sentences, most inmates (30%) are in La Moye for five to ten years. 19% received a four to five year sentence and 17% a one to two-year sentence. Only five inmates are currently imprisoned for ten years or more.

While it is not possible to know what proportion of inmates currently imprisoned have been convicted more than once for the same offence, as the Prison Service does not hold information on all reconvictions, previous research has shown that out of the 100 prisoners, 47 have spent time previously at HMP La Moye. Those figures are down from the prison 2016 annual report, which showed that 59% of inmates had been previously imprisoned. 96% of the inmates received in 2016 also had previous convictions.

The total number of inmates is also lower than the average daily population in 2016 which was 140, oscillating between 131 and 157. The average daily population at La Moye has been slowly decreasing since 2011, going from 184 to 140.
