Consultation on a multimillion-pound redevelopment of the Harbour is flawed because views are being sought after plans have already been drawn up, the island’s largest haulage firm has said.

Logistics business Ferryspeed has once again expressed its ire at plans by Ports of Jersey to redevelop the Harbour, which includes clearing the New North Quay – where the company has a warehouse – of commercial activity.

Previously, the business formally commented on a planning application to redevelop the Elizabeth Harbour, which includes building a new freight shed.

Then, it said it wished to “object strongly” to the application after only being “briefly consulted” on the scheme, which involved building a new ‘lift-on, lift-off’ berth next to the existing ro-ro ramps.

Now, Ferryspeed’s Operations Director in the Channel Islands, David Houghton, has replied to Deputy Moz Scott to record his firm’s frustrations.

Deputy Scott chairs the Economic and International Affairs Scrutiny Panel, which is carrying out a review of ‘Supply Chain Resilience’, and wrote to Mr Houghton asking for his views.

In response, Mr Houghton wrote: “We are very concerned about the proposed Port Masterplan. Although our representation in regard of the recent planning application said we were in constructive discussions, those discussions have not progressed in a satisfactory way.”

He added: “One of the major problems with the Ports of Jersey plans is that consultation in any material way has been about submitted plans rather than consulting with stakeholders in order to formulate a satisfactory plan.

“We now have a situation that consulting engineers are seeking information which should have been fed in initially.”

Mr Houghton added that he would be happy to provide an update after the next meeting of port users, which is this Thursday.
