Applications have today opened for the Government of Jersey's top job – the £250k-a-year CEO position described by the Chief Minister as "one of the most unique appointments in the British Isles".

The successful applicant will replace Interim Chief Executive Officer Andrew McLaughlin, who is set to leave his post in May.

The role will be advertised internationally, but the successful candidate will be required to live in Jersey.

Recruitment company Odgers Berndtson has been appointed to lead the UK and international search.

Express has asked how much is being spent on the campaign.

In a video advertising the role, Deputy Moore calls for a "permanent CEO who will provide inclusive and empowering leadership while ensuring accountability among senior public servants for their delivery their spending and their vision for island services".

Hope for "Jersey-based candidates"

She added: "Naturally I really hope that we can encourage Jersey-based candidates to consider applying for the role, but this is however a competitive process and we'll appoint the best person for the job."

Candidates with the right skills and experience are encouraged to apply from both the public and private sectors.

The closing date for applications is 12 January 2024, with shortlisting and panel interviews taking place in February.

It is anticipated that candidates should be available to start in June 2024.

Deputy Moore said: "It is a hugely rewarding role, seeing the difference public service makes every day, and giving back to our community.”

A time of big change

It comes at a time of huge change within the top tiers of the civil service.

The creation of the Cabinet Office earlier this year saw the departure of Chief Operating Officer John Quinn.

It then emerged last week that the Government's Chief People and Transformation Officer, Mark Grimley, had resigned and would be leaving at the end of this year, while Strategic Director of Assurance and Risk Catherine Madden, who was originally appointed under former CEO Charlie Parker as Chief of Staff in 2018, was retiring.

The Government confirmed to Express that the necessity of Ms Madden's £150,000-a-year would be reviewed before a decision is made about whether to reappoint.

Mr Grimley's role is due to be filled on an 'acting' basis by Lesley Darwin, who is Associate Director of Employment Experience, Reward and Relations and responsible for the States Employment Board.

She will be supported by Sarah Goodwin, Associate Director and Head of Organisational Development, who will become Interim Deputy Chief People Officer.
