As civil servants prepare for their move to a new £90m HQ, bids are being invited on the former Social Security building – with a caveat that the site must be developed into 100% affordable housing.

Philip Le Feuvre House has been put on the market as part of a 1.05-acre package alongside the neighbouring Huguenot House office block, which will also have to become 100% affordable housing, and the former town school at 38 La Motte Street, which does not have development conditions attached.

The La Motte Street-based offices were first earmarked for affordable housing when former Chief Minister John Le Fondré and ex-CEO Charlie Parker initiated a ‘downsizing’ project to move nearly 2,000 employees into a single new headquarters, while disposing of nearly £30m-worth of properties.

At the time, the then-Senator Le Fondré expressed a preference for Andium Homes to take on the Philip Le Feuvre House site, which was home to Customer and Local Services and Revenue Jersey.

However, as the finishing touches are being made to the new Dandara-built headquarters at the former Cyril Le Marquand site, from which CLS staff will start operating from December, Philip Le Feuvre House has instead been placed on the open market with Querée Property Consultants.

While anyone is invited to make a bid by midday on Monday 23 September, the listing says that preference will be given to “unconditional bids received from cash purchasers with a strong track-record of completing and developing similar assets”.

What’s on offer

Philip Le Feuvre House – must provide 100% affordable housing

The former home to Customer and Local Services is made up of a basement, ground and three upper floors, totalling approximately 27,654sqft.

Its main entrance is along La Motte Street, but there are additional entrances off St James Street and New St James Place to the rear. 

Huguenot House – must provide 100% affordable housing

This office block is arranged over basement, ground and three upper floors, totalling approximately 8,170sqft. Again, its main entrance is on La Motte Street, but the building can be accessed from St James Street and New St James Place to the rear. 

38 La Motte Street – unrestricted 

These former school buildings dating to the mid-19th century do not have to be developed into affordable housing, but any developer will have to be mindful of the fact that it is Grade 3 Listed due to its historic nature. While much of it remains in disrepair, numerous period features remain.

When it ceased to become a school, the building, which was extended by Sir Jesse Boot of Boots the chemist in the early 20th century, was used by the youth service. However, it has remained vacant since the service moved to St James.

The buildings are setback from La Motte Street, with a garden in front, arranged over ground and one upper floor. 

To its rear is a large carpark, accessed off St James Street and New St James Place, which also incorporates a further, period single story building.
