Government to buy Parade property for new outpatient hospital

Wednesday 25 October 2023

The Government is buying a property in the Parade as part of its plans to build a new outpatients’ centre on the site of the current General Hospital, it has been revealed today.

Infrastructure Minister Tom Binet, who is leading the Government’s ‘New Healthcare Facilities Programme’, has signed an order approving the purchase of 4 Edward Place, which is one of the buildings between the Hospital and Kensington Place.

Its ground floor used to be the Autism Jersey shop and there are offices / consulting rooms at the back, which had permission for medical use. In 2020, the Government signed a lease with the owner for use by Health.

The property was last sold in 2005 for £378,000.

Deputy Binet has said before that plans to build a new ‘ambulatory’ outpatients’ facility in the Parade, Kensington Place and Gloucester Street would require the purchase of the Edward Place properties.

The Government has already bought the former Stafford and Revere hotels of its arms-length social housing provider Andium Homes for £16m.

A planning application for Kensington Place is expected to be submitted in the autumn of 2025, with the new facility ready in early 2029.

The land transaction order for 4 Edward Place states: "The Minister hereby authorises, as applicable, the Attorney General and the Greffier of the States to pass any contract which is required to be passed on behalf of the Public; and the Director of Property Holdings to conclude any contract which is required to be concluded on behalf of the Public.

"After the expiry of 15 days following presentation to the States the transaction may be concluded."
