Public give initial backing to Waterfront transformation plan

Islanders have backed ambitious plans for the Waterfront and called for plenty of open spaces and fun and playful features at the end of an initial consultation.

Overall, people voiced support for the Jersey Development Company’s "visionary framework" for the Waterfront, which was launched in 2019 but took a significant step forward in August, when images from design firm Gillespies – which won a competition to become JDC’s partner in the project – were published.

A ‘National Art Gallery, amphitheatre, park, indoor and outdoor pools, boardwalk pier and a bridge over Route de La Libération all featured in their plans.

The area covers the current cinema, gym and pool, the western end of the Esplanade car park, the large carpark close to the Radisson hotel, Les Jardins de la Mer, the Underpass and the western road leading to it.

The ‘Waterfront Transformation Plan' is made up of various zones, including residential and commercial.

The winning plans include:

• a new public park and new landscaped gardens at Les Jardins de la Mer including an underground public car park;
• a redesigned indoor public pool and gym and new outdoor public 50m saltwater pool;
• a National Art Gallery, seaside amphitheatre and boardwalk pier;
• 1,000-plus residential units of accommodation with ground floor space for a gym, creche and food and beverage facilities.

As part of the first stage of consultation, which recently finished, almost 250 people responded to an online feedback form and 29 emails were sent from members of the public. The project team also held two community workshops, one with representatives from local groups and the other open to all.

Of those 247 who filled in the form, 49% agreed or strongly agreed that the plan addressed the ‘disconnect’ between the Waterfront and the rest of town, while 24% disagreed or strongly disagreed.

Almost 70% supported the initial plans for outdoor open spaces, while frequent individual comments Included the need for exercise space and areas for outdoor performances.

 A common concern was the height of buildings and a fear that they might block existing views.

Ideas for facilities included a boutique hotel, indoor winter garden, new cinema and a park run route around the site.

Another stage of consultation – based on more detailed plans from the project team which build on the feedback so far  – will take place this spring.

Sixth-formers will also be asked for their thoughts on the sustainability of the plan.
